Project Background
In 2025, the Cities of Norman and Moore partnered to apply for funding through the U.S. Department of Transportation's Safe Streets and Roads for All (SS4A) Grant Program. The project was awarded the maximum grant of $25 million, allowing corridor improvements to move forward. The SS4A grant will pay up to 80% of the construction costs for the project and each city is responsible for paying the remaining match for their portion of the project. The City of Moore shares of the FHWA Safe Streets and Roads (SSA4) funding grant is approximately $5,000,000 for the construction of Telephone Rd. from SW 34th Street south to the city limits.
Improvements include:
- Widening from two lanes to four lanes from just north of Tecumseh Rd. in Norman to just south of 34th St. in Moore
- A two-way left turn lane between Tecumseh Rd. and Franklin Rd.
- A sidewalk on the west side of the roadway for the full length of the project
- A full length 10-foot-wide multimodal bike/pedestrian trail on the east side of the roadway that is part of a long-range plan to connect trails between Norman, Moore and Oklahoma City
- New signalized intersections, crosswalks, and pedestrian crossings
- A new underground storm sewer system along the roadway to replace the current ditches and drainage culverts
Existing Conditions
The project corridor extends from W. Tecumseh Rd. in Norman north to S.W. 34th St. in Moore.
Today, the roadway varies significantly in width and design, creating inconsistent driving conditions. Some sections have four lanes with curbs, while much of the corridor narrows to two lanes with little or no shoulder. In one area, the roadway includes a center turn lane, and another section briefly widens to three lanes before narrowing again. As the corridor enters Moore, Telephone Rd. transitions back to a four-lane roadway.
Pedestrian facilities are also limited. Existing sidewalks are available only along portions of the corridor, including:
- West side of 36th Ave. NW between W. Tecumseh Rd. and south of W. Franklin Rd.
- The east side near All Saints Catholic School and Norman Fire Department Station 8.
Project Purpose
The purpose of this project is to make travel along 36th Ave. NW and Telephone Rd. safer and more reliable. Improvements will increase roadway capacity, improve connections between Norman and Moore, and provide safer travel for drivers, pedestrians, bicyclists, transit users, and emergency vehicles.
Project Need
36th Ave. NW and Telephone Rd. are important north-south routes connecting the cities of Norman and Moore. The corridor serves neighborhoods, businesses, schools, parks, healthcare facilities, and emergency services. It also provides an alternate route when Interstate 35 is congested or closed.
As traffic has grown, the existing two-lane roadway can no longer safely accommodate the number of people who use it. The corridor has experienced increasing traffic congestion and collisions, highlighting the need for improvements.
Both Norman and Moore have widened sections of the roadway at each end of the corridor. This project will connect those improvements, creating a continuous, safer, and more efficient north-south route.
The project will also improve travel for pedestrians by adding a 5-foot-wide pedestrian sidewalk on the west side and a 10-foot-wide multi-use trail (extension of Legacy Trail) on the east.
Finally, the improved corridor will strengthen the region's transportation network by providing a reliable emergency and evacuation route west of I-35 during severe weather and other emergencies. It is also expected to support future regional transit service connecting Moore, Norman, and the Oklahoma City metro area.

UPDATE: 04/01/25- This project is still in the utility relocation phase. Utility providers will be on the right-of-way of both sides of Telephone Rd. moving their lines in preparation for the widening. There is no scheduled start time as it is dependent on the relocation efforts.
The project will consist of removal and replacement of sub-grade and base materials, as well as replacement of the existing driving surface with concrete between SW 19th Street and SW 34th Street. Including necessary curb and guttering, storm drainage improvements, sidewalks, streetscape and utility line replacement. Telephone Road will also be widened from 4-lanes to 5-lanes. This is a $10.9 million project.
700 block of SW 17th St.
08/10/26- Silver Star will be closing this road at the bridge, to all through traffic, to repair a drainage structure and to replace concrete street panels. This repair will take about 2 weeks, weather permitting.
Chestnut St, between NW 1st & NW 2nd - Completed
07/06/26 - Silver Star Construction will do a complete rebuild of Chestnut, between NW 1st St & NW 2nd St. This will include curbs and street guttering and sidewalks on the west side. This will require the roadway to be closed during the rebuild. This project is expected to be completed by mid-August 2026.
N Norman Ave
06/4/26 - New water rehab near the 1300-1400 block of N Norman. Completion date TBD.
SE 34th St
06/01/26 - New Sewer Rehab near the 300-600 block of SE 34th. This project to be completed by August 2026, weather permitting.
Pole Rd
06/04/26 - Water Extension from NW 27th St along to Pole Rd to city limits. This project to be completed by November 2026, weather permitting.
Old Town Sewer Rehab
04/02/26 - Veolia will be working between Main St and SW 4th St, Telephone Rd to Broadway Ave on sewer rehab. The project to be completed by September 2026, weather permitting.
Excess dirt storage
07/07/25- The City of Moore owns the property at 800 SW 4th St. Crews are currently storing dirt at this site from the SE 4th Street underpass project. This material will be used for future city projects.
Happy Tails Dog Park ADA Sidewalk
7/23/2026- Crews will be working on adding an ADA Sidewalk to the East Side Large Dog Park. Work is set to begin by Mid-August 2026 with the competition date set for the end of August 2026, weather permitting.
Park Restrooms
7/23/2026- Contractors will be working on painting the insides of All of the Parks Restrooms. Work is set to begin by Mid-August 2026 with the competition date set for the end of September 2026, weather permitting.
Veterans Park:
5/29/2026- Crews will be working on cleaning out a portion of the creek near SE 7th St. Bridge. Work is set to begin by Mid-August 2026 with the competition date set for the end of August 2026, weather permitting.
Buck Thomas Park Baseball Fields:
2/6/2026- Contractors will be adding new restrooms at the Baseball Complex at Buck Thomas Park. Work is set to begin by the end of January 2026, with a completion date set for the Mid- August 2026, weather permitting.
Construction of sewer improvements in the following areas were financed by the grant funding administered by the U.S. Environmental Protection Agency (EPA), EPA’s Community Grant Program. This project consists of sewer line replacement and will provide water quality benefits improving public health and eliminate potential environmental hazards by mitigating sanitary sewer overflows for community residents and businesses in and near the City of Moore.
